Tevfik Bıyıklıoğlu, (1891-1961) a military officer and politician, graduated from the Military Academy in 1914, ranking first. He participated in the Tripoli War, World War I and the Turkish War of Independence. He took part as advisor in the Turkish delegation at the 1922-23 Lausanne Peace Conference. Starting from 1924 he served as Secretary General of the Presidency of the Turkish Republic and Secretary General of the General Chief of Staff. After retiring from military service in 1926, he served as Ambassador to Moscow, and later became the first president of the Turkish Historical Society. His collection of photographs of historical artifacts from the Hittite, Phrygian, Greek, Byzantine and Ottoman periods located in Istanbul, Bursa, Afyon, Konya, Kayseri, Sivas, Trabzon, Egypt, Syria, and Greece, was donated to IRCICA.
